Warning system introducted and automatic user activation

I've included a warning system for the forums, any moderator may use this. If a user breaks the rules fore say spam then they get warned, once they reach 5 warnings they get banned. Here's how I would like it to happen.

1. First offense, a warning.
2. Second offense, another warning.
3. Third offense, stern warning,
4. Fourth offense, ban.

In order to warn a user just go to their profile and change the value, thanks.

We also now have automatic user activation, I feel that will bring more members so I did it, thanks.
